The Cabinet Committee on Economic Affairs (CCEA) chaired by The Cabinet Committee on Economic Affairs (CCEA) chaired by Prime Minister Narendra Modi on September 29, 2021, approved a New meal scheme known as 'Pradhan Mantri Poshan Shakti Nirman' scheme (PM Poshan Scheme) for government and government-aided schools for the next five years (from 2021-22 to 2025-26) with the financial outlay of Rs 1.31 trillion, and the existing 'Mid Day Meal' scheme will also be included in this programme.

The central government will bear an additional cost of nearly Rs 45,000 crore on providing subsidised foodgrains from the food ministry over the years amounting to a total outlay of Rs 1.31 trillion. During 2020-21, the Centre invested more than Rs 24,400 crore in the scheme, including nearly Rs 11,500 crore on foodgrains.

Features

The centrally-sponsored PM Poshan scheme will provide hot-cooked meals to students of elementary classes in schools and it is expected to benefit about 118 million children studying in classes 1 to 8 across the country, as per the government.

The national mid-day meal scheme will now be known as PM Poshan Scheme and also cover students of balvatikas (children in the 3-5 year age group) from pre-primary classes.

Earlier, the scheme was known as the ‘National Scheme for Mid Day Meal in Schools’, popularly known as the 'Mid Day Meal' scheme.

The social audit of the scheme has been made mandatory in all the districts of the country and a special provision is made for providing supplementary nutrition items to children in districts with a high prevalence of Anemia and other health-related ailments.

The Centre has directed the states and the UTs to switch to Direct Benefit Transfer (DBT) system for providing compensation to the cooks and helpers working under the scheme.

Use of locally-grown nutritional food items will be encouraged from "school nutrition gardens" for boosting the local economic growth, cooking competitions will be conducted to promote ethnic cuisine and innovative menus and will also include involvement of Farmers Producer Organizations (FPO) and Women Self Help Groups in the implementation of the scheme.

Tithi Bhojan

Under the PM Poshan Scheme, the concept of Tithi Bhojan will be promoted extensively which is a community participation programme where people provide special food to children on special occasions and festivals.

What is Mid-day Meal?

The mid-day meal scheme was launched by the central government in 1995 to provide free cooked meals to children in primary schools (classes 1-5; age 6–10 years).

Initially, states did not participate in the scheme, but between 1999 and 2004, the programme's coverage increased manifold, largely due to an order from the Supreme Court of India directing State governments to provide cooked mid-day meals in primary schools, according to a study.

At present, every child is paid food security allowance as well as food grains when primary schools are closed due to corona.

PM POSHAN યોજના ( મ.ભો.યો ) ના નવા મેનુ મુજબ ભોજન પીરસવા તથા ઘઉં / ચોખા / કઠોળ તેલની પરમીટ બાબત . સંદર્ભ- ( ૧ ) શિક્ષણ વિભાગના તા .૨૪ / ૦૩ / ૨૦૨૦ ના ઠરાવ ક્રમાંક- મભય / ૧૦૨૦૧૭ / ૧૮૮ાર ( મેનુ બાબત ) ( ૨ ) આ કચેરીના તા .૧૮ / ૨ / ૨૦૨૨ નો પત્ર ક્રમાંક- PM POSHAN ( MDM ) / અમલ -૩ / ૨૦૨૦ / ૨૮૮૯-૨૯૨૯ થી ગુ.રા.ના.પુ.નિ.લીને મોકલેલ ઇન્ડેન્ટ ઉપરોક્ત વિષય અને સંદર્ભ પરત્વે જય ભારત સહ જણાવવાનુ કે , રાજ્ય સરકારશ્રીના શિક્ષણ વિભાગના તા .૨૪ / ૦૩ / ૨૦૨૦ ના સંદર્ભ -૧ ના ઠરાવથી PM POSHAN યોજના ( મ.ભો.યો ) અંતર્ગત સમગ્ર રાજ્યમાં એકસમાન વાનગી મેનુ અમલમાં મુકેલ છે . જેની અમલવારી શાળાઓમાં ભોજન આપવાનુ શરૂ થતાં જ કરવાની રહેશે તથા શાળાના જાહેર બોર્ડ ઉપર પણ તેની પુરતી પ્રસિધ્ધિ આપવાની રહેશે . નજીકના સમયમાં રાજ્ય સરકાર દ્વારા ધોરણ ૧ થી ૮ ની પ્રાથમિક શાળાઓમાં મધ્યાહન ભોજન શરૂ કરવા માટે નિર્ણય થનાર છે . જે સબંધી અત્રેથી તા .૧૯ / ૦૨ / ૨૦૨૨ ના પત્રથી પૂર્વ તૈયારી માટે મુદ્દાવાર જાણ પણ કરેલ છે તથા તા .૨૧ / ૦૨ / ૨૦૨૨ તથા તા .૨૮ / ૦૨ / ૨૦૨૨ ના રોજ નાયબ કલેક્ટરશ્રી ( મ.ભો.યો ) ને વર્ચુયલ બેઠક દ્વારા પણ જરૂરી સુચનાઓ આપેલ છે . શાળાઓમાં તાત્કાલીક મધ્યાહન ભોજન યોજના શરૂ કરવા માટે સંચાલકોને અનાજ ( ઘઉં અને ચોખા ) , કપાસીયા તેલ , દેશી ચણા તથા બાસ્કેટ ઓફ પલ્સીસ માટે એક મહિનાની પરમીટ મામલતદારશ્રી દ્વારા તુર્ત ઇસ્યુ કરવામાં આવે તે જરૂરી છે . જેથી વિલંબ નિવારી શકાય . PM POSHAN યોજના ( મધ્યાહન ભોજન યોજના ) અંતર્ગત બાસ્કેટ ઓફ પલ્સીસ ( તુવરદાળ , ચણાદાળ , મગદાળ પૈકિ ) , દેશી ચણા તથા કપાસીયા તેલનુ માર્ચ -૨૦૨૨ અને એપ્રિલ -૨૦૨૨ નુ ઇન્ડેન્ટ ગુજરાત રાજ્ય નાગરીક પુરવઠા નિગમ લી.ને અત્રેથી જિલ્લાવાર મોકલેલ છે જેની જાણ તમામ જિલ્લાને તા .૧૮ / ૦૨ / ૨૦૨૨ થી કરેલ છે . જે વિગતે ગુજરાત રાજ્ય નાગરીક પુરવઠા નિગમ દ્રારા ટેન્ડર પ્રક્રિયા અનુસરીને વર્ક ઓર્ડર આપેલ છે . જે મુજબ ટુંક સમયમાં નિગમ દ્વારા જથ્થો તાલુકા ગોડાઉન ઉપર ઉપલબ્ધ થશે . જેથી પરમીટ આપવાની કામગીરી પણ સમયમર્યાદામાં શરૂ થાય તે જોવા મામલતદારશ્રીઓને જરૂરી સુચના આપવા તથા નાયબ કલેક્ટરશ્રી ( મ.ભો.યો ) ને જરૂરી મોનીટરીંગ / સુપરવિઝન રાખવા જણાવવા વિનંતી છે . વધુમાં ગુજરાત રાજ્ય નાગરીક પુરવઠા નિગમ લી . દ્વારા ઉપલબ્ધ કરાવાયેલ તમામ જથ્થો ધારાધોરણો મુજબ ગુણવત્તાયુક્ત હોય તેની ખાતરી અવશ્ય થાય તે જોવા વિનંતી . ઉપર વિગતે જરૂરી કાર્યવાહી થવા વિનંતી છે

મધ્યાહન ભોજન યોજના માટે સમગ્ર રાજ્યમાં વાનગીઓનું નક્કી કરવામાં આવેલ એકસમાન અઠવાડિક મેનુમાં ફેરફાર કરવા બાબત ગુજરાત સરકાર ઠરાવ ક્રમાંકઃ મભય / ૧૦૨૦૧૭ / ૧૮૮ / આર , શિક્ષણ વિભાગ , સચિવાલય , ગાંધીનગર તા . ૨૪/૦૩/૨૦૨૦ વંચાણે લીધાઃ ( ૧ ) શિક્ષણ વિભાગનો તા .૩૦ / ૦૮ / ૨૦૧૭ નો સરખા ક્રમાંકનો ઠરાવ ( ૨ ) શિક્ષણ વિભાગનો તા .૧૫ / ૦૨ / ૨૦૧૮ નો સરખા ક્રમાંકનો ઠરાવ ( ૩ ) શિક્ષણ વિભાગનો તા .૧૧ / ૧૦ / ૨૦૧૯ નો સરખા ક્રમાંકનો સ્ટેક હોલ્ડર્સ સમિતિની રચના કરવાનો ઠરાવ ( ૪ ) કમિશ્નરશ્રી , મધ્યાહન ભોજન યોજનાનો તા . ૧૬/૦૧/૨૦૨૦ નો પત્ર ક્રમાંકઃમભય / અમલ -૨ / વાનગી મેનુ ૨૦૨૦૮૪૫૮ d : / 2018tharav 2018 ઠ રા વ . શિક્ષણ વિભાગના સંદર્ભ ( ૧ ) સામેના તા .૩૦ / ૦૮ / ૨૦૧૭ ના ઠરાવથી રાજ્યમાં ચાલતી મધ્યાહન ભોજન યોજનાના અસરકારક અમલીકરણની એકસૂત્રતા જળવાય તે માટે એકસમાન અઠવાડિક મેનુ નક્કી કરવામાં આવેલ . ત્યારબાદ , વિભાગના સંદર્ભ ( ૨ ) સામેના તા .૧૫ / ૦૨ / ૨૦૧૮ ના ઠરાવથી આંશિક ફેરફાર સાથેનું મેનુ નક્કી કરાયેલ હતું . મધ્યાહન ભોજન of યોજનામાં સંચાલકોને આ મેનુ અનુસારનું ભોજન તૈયાર કરવામાં પડતી મુશ્કેલીઓને ધ્યાને રાખીને તેમજ પ્રાદેશિક ભૌગોલિક પરિસ્થિતિ મુજબ મેનું નક્કી કરવાની બાબતમાં વિભાગના સંદર્ભ ( ૩ ) સામેના તા .૦૩ / ૧૦ / ૨૦૧૯ ના ઠરાવથી એક સ્ટેક હોલ્ડર્સ સમિતિની રચના કરીને તેની ભલામણો મેળવવામાં આવેલ . આ મળેલ ભલામણોના સંદર્ભમાં વિભાગના સંદર્ભ દર્શિત ( ૧ ) અને ( ર ) ના ઠરાવથી નિયત થયેલ અઠવાડિક મેનુમાં કમિશનરશ્રી , મધ્યાહન ભોજન યોજનાના સંદર્ભ સામેના ( ૪ ) સામેના પત્રથી મેનુમા ફેરફાર કરવા અંગે દરખાસ્ત રજુ કરવામાં આવી હતી , જે અન્વયે કાળજીપૂર્વકની વિચારણા કર્યા બાદ નવેસરથી એકસમાન અઠવાડિક મેનુ નીચે મુજબ નિયત કરવામાં આવે છે.

દિવસ પ્રથમ ભોજન સોમવાર ( ૧ ) વેજીટેબલ ખીચડી અથવા સુખડી કઠોળ ચાટ ( કાળા મગ / લીલા મગ , ચણા કે ઉપલબ્ધ કઠોળ ) મિક્ષ દાળ / ઉપલબ્ધ કઠોળ / ઉસળ કઠોળ ચાટ ( કાળા મગ / લીલા મગ , ચણા કે ઉપલબ્ધ કઠોળ ) મુઠિયા કઠોળ ચાટ ( કાળા મગ લીલા મગ , ચણા કે ઉપલબ્ધ કઠોળ ) નોંધ : - જયાં જયાં કઠોળનો ઉપયોગ દર્શાવેલ છે ત્યાં અનુકુળતા હોય ત્યાં ફણગાવેલા ઉપલબ્ધ કઠોળ આપી શકાશે . મંગળવાર બુધવાર ગુરૂવાર ( ૨ ) ખારી ભાત શાકભાજી સહિત ( ૧ ) ફાડા લાપસી અને શાક , અથવા ( ૨ ) મુઠિયા અને શાક વેજીટેબલ પુલાવ દાળ- ઢોકળી શુક્રવાર દાળ - ભાત શનિવાર વેજીટેબલ પુલાવ નાસ્તો ( ૨ ) સંદર્ભ ( ૧ ) માં જણાવેલ તા .૩૦ / ૦૮ / ૨૦૧૭ નો સરખા ક્રમાંકનાં મૂળ ઠરાવની અન્ય તમામ “ શરતો યથાવત રહે છે . ( ૩ ) આ હુકમો આ વિભાગના સરખા ક્રમાંકની ફાઈલ ઉપર સરકારશ્રીને રજૂ થયેલ ફાઈલ ઉપર તા .૦૩ / ૦૨ / ૨૦૨૦ અને ત્યાર પછીની નોંધથી મળેલ અનુમતિ અન્વયે બહાર પાડવામાં આવે છે.
